We have a responsibility to make sure our online services (made up of websites, apps, forms and online documents) are accessible to everyone. This includes people who have a permanent or temporary disability or impairment.

Accessible documents

We have a significant number of PDFs across our web estate. They are not the best solution because:

  • assistive technologies such as screen readers find it much easier to read content on a webpage than a PDF
  • the content can't be searched by Google or the website search
  • they are not designed to be read on mobile devices
  • they can quickly become out of date with broken links

It’s not possible or relevant to change all of our existing PDFs to web content. The legislation is clear that PDFs or other documents published before 23 September 2018 are exempt unless users need them in order to use a service.

The accessibility project is creating a list of these priority PDFs and will be working with services directly to change the content into web pages or online forms.
